The International Day for South-South Cooperation 2019 reflects the fact that the Global South is making significant contributions to the global development. What is South – South Cooperation?
The origins of the South – South Cooperation dates back to the year 1955 when the first formation of SSC took place in the Asian-African conference in Indonesia. More than 29 Asian-African countries participated in the conference. Then eventually in the year 1978, the United Nations established a special unit who would work towards the South-South Cooperation. It is believed that this cooperation has worked towards creating a shift in the International balance of power.

Finally when in 1978, the United Nations adopted the “Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries (BAPA). The term refers to a plan of action that was discussed and declared in an International Conference with 138 delegates in Buenos Aires, capital of Argentina.2019 marks the 40th anniversary of Buenos Aires Plan which is why it also has been referred as BAPA 40 +.
The filing of the BAPA took five whole years to be completed because of the debates and crucial discussions that went in the resultant plan of action. The objections of the BAPA 40+ are as follows.
- Fostering the self reliance of developing countries.
- Pooling and Utilization of Technical Resources in between developing countries.
- Analyzing and identifying the main issues of development.
- Improving the effectiveness of the available resources.
